Profile & Background
He holds a PhD in Economics and has worked for around 45+ years in monitoring & evaluation (M&E), micro-finance and rural development
He has worked both in India and internationally for major agencies: e.g., Food and Agriculture Organization (FAO) of the United Nations, the Asian Development Bank (ADB), United Nations Development Programme (UNDP), etc.
His specialties include: monitoring and evaluation of rural development programmes, socio-economic surveys, women empowerment studies, poverty reduction studies, micro-finance assessments, benchmarks and impact evaluations.
He has done extensive field-work: e.g., interacting with large numbers of rural stakeholders, covering many villages in India and abroad (Papua New Guinea, Afghanistan, DPR Korea) to gather data and implement M&E systems.
He is associated with the “Sustainable Development Forum” (SDF) founded in 1998, and also the “Global Millets Foundation” (GMF) which he is involved with.
Selected Works & Publications
According to his CV, he has published 94 papers, 2 books, and completed 55 monitoring & evaluation reports.
A few of his early publications include:
“Role of Micro Credit in Economic Development” in Southern Economist (Vol.12, No.13, 1972)
“Farm Credit trends in Kerala: a Village” in Kurukshetra (Vol.22, No.3, 1974)
Other work on “Demand for Farm Credit”, “Is Credit Antagonistic to weaker farmers?”, “Dairying and Rural Development” etc.
Many of his works are practical reports and evaluations of development programmes rather than purely theoretical academic works.
He has run field-surveys and impact assessments for micro-finance, rural credit, cooperative credit policy, small & marginal farmers, landless labourers etc.
Major Roles & Projects
He served as M&E Advisor or Team Leader, M&E for various governments/UN/NGO projects. Example: Team Leader for FAO in Afghanistan, Consultant for World Bank, etc.
He has held senior roles in India: e.g., Economist with banks such as Punjab National Bank, Bank of Baroda and for rural development credit. example: For the Government of Kerala, he interviewed 300 marginal farmers in 30 villages to study farmer suicides (2014).
Themes & Impact
His work emphasizes people’s participation, inclusion of weaker sections (landless, marginal farmers, women) and sustainable development.
He blends empirical survey work with evaluation of large scale programmes (often for banks/NGOs/UN agencies) which means his work sits at the crossroads of policy, practice and academia.
The global exposure (multi-countries, multi-continents) gives his work a broad perspective beyond just Kerala/India.
Why He Matters
He provides a rare example of a development practitioner who has both deep field experience (many hundreds of villages and interactions) and institutional advisory experience (with UN agencies, banks, governments).
For someone researching micro-finance, rural credit, evaluation methodology or the impact of development interventions, his work is a valuable resource.
His integration of development themes (micro-finance, women empowerment, poverty reduction) with monitoring & evaluation lens is somewhat distinctive.
