Nepal Cannot Afford to Rebuild the Same Country After Every Disaster
A Long-Term Strategy for Flood, Landslide, Earthquake and Ecological Resilience in the Himalayan Kingdom

Summary
Nepal’s earthquakes, monsoon floods, landslides and glacial-lake hazards are not occasional shocks; they are structural features of a young mountain landscape now under mounting pressure from a changing climate and unplanned development. The country’s disaster losses since the 1930s – most severely in the 2015 Gorkha earthquake, which killed nearly 8,700 people and destroyed close to half a million homes – show that Nepal keeps rebuilding the same vulnerabilities it lost the last time. This paper argues for a shift from a relief-and-reconstruction model to a permanent national resilience model, built on ten interlocking pillars: hazard mapping, risk-sensitive land use, landslide prevention, watershed restoration, river management, glacier and glacial-lake monitoring, earthquake-safe construction, biodiversity protection, community preparedness and long-term resilience financing. The recommendations are addressed both to the Government of Nepal and to the international development community.
A Country Living on a Fault Line and a Floodplain
Nepal’s beauty conceals an uncomfortable truth. It sits astride the collision zone of the Indian and Eurasian tectonic plates, making earthquakes a permanent structural risk, while its steep gradients make it exceptionally prone to landslides. The annual monsoon can turn unstable slopes into torrents of mud and rock, and the great rivers descending from the Himalaya expose the lowlands and the Terai to recurrent flooding.
A rapidly changing cryosphere compounds these hazards. According to ICIMOD’s major regional assessment, glaciers across the Hindu Kush Himalaya retreated 65 per cent faster in 2011–2020 than in the previous decade, and under high-emission scenarios the region could lose up to 80 per cent of present glacier volume by the end of the century. These hazards rarely act alone: heavy rain triggers landslides, landslides can block rivers, blocked rivers form temporary lakes, and floods can destroy the very roads and bridges that relief efforts depend on.
The question is no longer whether Nepal will face another major disaster – it will. The real question is whether the next one finds a country better prepared, or a country that has rebuilt yesterday’s vulnerabilities into today’s landscape.
A History That Reads as a Warning
Nepal’s disaster record is long and sobering. The 1934 earthquake killed more than 8,000 people; the 1988 earthquake, over 700; the 1993 floods and landslides, more than 1,300, with losses approaching US$1 billion. The 2015 Gorkha earthquake and its aftershocks killed roughly 8,700 people, injured about 25,000, destroyed some 490,000 houses and left a further 265,000 temporarily uninhabitable – at an estimated cost of US$5.4 billion in damage and US$1.7 billion in economic losses. The 2017 floods caused about US$585 million in direct damage and US$705 million in recovery needs.
The 2014 Jure landslide, which killed 156 people and dammed the Sunkoshi River, showed how a single slope failure can escalate into a river, infrastructure and cross-border emergency. Most recently, the floods and landslides of September 2024 killed 246 people, injured 183 and left 18 missing, affecting 21 districts and displacing more than 10,000 households into temporary camps. These are not isolated chapters. They form a pattern.
The Scale of the Risk
Nepal’s DesInventar disaster database recorded 3,953 flood events and 3,208 landslide events between 1971 and 2013, with floods and landslides together responsible for more than 8,000 recorded deaths and nearly 200,000 houses destroyed or damaged. The World Bank estimates that more than 80 per cent of Nepal’s population is exposed to one or more major hazards, including floods, earthquakes, landslides, extreme heat and drought.
The geography leaves little room for error. Mountains concentrate water and sediment; rivers fall rapidly from high elevations to the plains; roads must be cut into unstable slopes; towns occupy narrow valleys; and poorer households often settle exactly where land is cheapest – and risk is greatest.
When Human Intervention Turns Hazard Into Disaster
A landslide is a natural process; a landslide that buries a settlement on an unstable slope is a disaster. A flood is a natural phenomenon; a flood made catastrophic by construction on a floodplain and the loss of wetlands is, in large part, a failure of planning. An earthquake cannot be prevented; a building that collapses because seismic codes were ignored can be.
The World Bank frames disaster impact as the interaction of hazard, exposure and vulnerability. Nepal’s geology and climate create hazards that cannot be avoided; its development choices determine much of the exposure and vulnerability layered on top of them. Rapid, unplanned urbanisation in the Kathmandu Valley, road-cutting without slope stabilisation, deforestation, quarrying, unmanaged river-material extraction and wetland drainage are all weakening the natural buffers that once absorbed shocks – a pattern ICIMOD identifies across the wider Hindu Kush Himalaya as well.
The convergence is dangerous: climate change, fragile geology, ecological degradation, population pressure and poorly planned development are combining to escalate disaster risk faster than the country can currently manage it.
The Hidden Victims: Nepal’s Flora and Fauna
Disaster policy is usually measured in human lives, houses and roads – understandably, but incompletely. The Hindu Kush Himalaya holds parts of four global biodiversity hotspots, home to species from the Bengal tiger and one-horned rhinoceros in the lowlands to the snow leopard and red panda in the high mountains. ICIMOD’s assessments already record species decline, upward habitat shifts and rising invasive-species pressure across the region, warning that serious biodiversity impacts are likely even under a 1.5°C warming scenario.
This is not solely a conservation concern. Forests stabilise slopes; wetlands store excess water; healthy rivers sustain fisheries; mountain ecosystems regulate water flows. Nature is, in effect, part of Nepal’s disaster-management infrastructure – and destroying it, only to spend billions later rebuilding concrete in its place, is economically irrational.
A Long-Term National Strategy for Nepal
Nepal needs a strategy that outlasts electoral cycles and individual disasters. I propose a Nepal Himalayan Resilience Strategy 2050, with implementation milestones for 2030 and 2040, resting on ten interconnected pillars.
- A National Multi-Hazard Risk Atlas
A continuously updated, publicly accessible atlas combining earthquake, landslide, flood, GLOF, rainfall, groundwater, infrastructure, population and biodiversity data – against which every major infrastructure proposal should be screened before approval.
- Stop Building Disaster Into the Landscape
A strict risk-sensitive land-use regime: no settlement, school, hospital, major road, hydropower project or industrial facility approved in a high-risk zone without an independent geological and climate-risk assessment. If the landscape says no, planning should say no.
- Make Landslide Prevention a National Mission
A national slope-stability programme combining satellite imagery, drones, geological surveys and community monitoring, with road construction required to include slope stabilisation, drainage, controlled spoil disposal and post-construction monitoring.
- Rebuild Nepal’s Watersheds
A watershed restoration programme of reforestation, wetland protection, spring and stream revival, contour farming, agroforestry and erosion control – helping the landscape itself absorb rainfall before it becomes destructive runoff, while generating rural employment.
- Treat Rivers as Living Systems
Rivers need scientifically determined environmental flows, sediment management and floodplain zoning rather than treatment as mere channels. Urban authorities should identify and protect natural drainage corridors from encroachment.
- A Himalayan Cryosphere and GLOF Security Programme
Permanent monitoring of glaciers, glacial lakes, snow cover and permafrost, with controlled drainage where justified and early-warning systems that reach downstream communities in languages and formats they understand. A warning that does not reach a village in time is not an early-warning system.
- Make Every New Building Earthquake-Safe
Enforced – not merely issued – building codes; municipal building inventories and vulnerability assessments for schools, hospitals and infrastructure; and priority retrofitting where demolition is impractical.
- Put Biodiversity at the Centre of Disaster Policy
Ecological Resilience Zones linking protected areas, forests, wetlands and wildlife corridors, with biodiversity impact assessments and wildlife crossings built into infrastructure projects, and systematic monitoring of climate-sensitive high-altitude species.
- Give Local Communities the First Line of Defence
Trained Community Resilience Teams in every high-risk municipality, covering first aid, search and rescue, evacuation and emergency communication – with women, youth, indigenous communities and local forest groups as central participants, and traditional knowledge integrated with modern science.
- A Permanent Resilience Financing Facility
A National Resilience Fund drawing on domestic budgets, climate finance, concessional finance, catastrophe insurance, green bonds and private investment. The World Bank’s US$150 million contingent financing facility approved in 2024 is a useful start, but contingency finance must be matched by preventive investment – borrowing after every disaster is not a resilience strategy.
What the Government of Nepal Must Do
Nepal should establish a National Himalayan Resilience Council, chaired at the highest political level, integrating disaster risk into every major development decision. Every major public investment should have to answer one question: how will this project perform under the next major earthquake, extreme rainfall event, landslide or flood? An independent annual State of Himalayan Resilience Report should track deaths avoided, high-risk settlements relocated, slopes stabilised, wetlands restored, buildings retrofitted and communities covered by early-warning systems. What gets measured gets funded; what gets funded gets implemented.
What the International Community Must Do
Nepal cannot carry this burden alone. The United Nations agencies, the World Bank, ADB, the Green Climate Fund and the Global Environment Facility should treat Himalayan resilience as a global public good, by directing climate finance to mountain communities rather than administrative systems; financing regional satellite and early-warning infrastructure; strengthening river-basin and glacier-monitoring cooperation among Himalayan states; recognising mountain ecosystems as globally significant biodiversity assets; and redefining infrastructure success – a road built cheaply but repeatedly destroyed by landslides is not successful infrastructure. ICIMOD estimates that change in the Hindu Kush Himalaya affects nearly two billion people downstream; protecting it is a regional and global responsibility, not only a Nepalese one.
A New Development Compact for the Himalaya
Nepal does not need to choose between development and environmental protection; it needs development that understands ecology – hydropower designed around geological risk, roads that respect mountain morphology, tourism within ecological carrying capacity, and urbanisation that respects flood channels and seismic risk. The country should move from build → damage → rebuild to assess → protect → adapt → build → monitor. This is not anti-development; it is the only development model that can survive the twenty-first-century Himalaya.
Conclusion
Earthquakes are geological, monsoons are climatic, landslides are part of mountain evolution and glacier movement is natural. But the scale of human suffering is increasingly determined by where and how people build, how forests and rivers are managed, and whether scientific warning is translated into political decision. Nepal cannot stop the mountains from moving or the monsoon from arriving – but it can stop building in harm’s way, restore its forests and watersheds, monitor its glaciers, enforce earthquake-safe construction and finance prevention rather than repeatedly paying for destruction. The ultimate test of Nepal’s disaster policy should not be how efficiently the country responds after a catastrophe. It should be whether fewer catastrophes become humanitarian disasters in the first place. The Himalaya is sending a warning; Nepal, and the world, should listen before it becomes irreversible.
Ten Priority Policy Recommendations
- Adopt a Nepal Himalayan Resilience Strategy 2050 with legally binding 2030 and 2040 targets.
- Create a national multi-hazard risk atlas integrating earthquake, flood, landslide, GLOF, climate, infrastructure and biodiversity data.
- Prohibit high-risk construction in scientifically identified floodplains and unstable slopes.
- Launch a national landslide and watershed restoration mission combining engineering, reforestation and community stewardship.
- Make earthquake-resistant construction and retrofitting mandatory for schools, hospitals and critical infrastructure.
- Create a Himalayan Cryosphere and GLOF Security Programme with satellites, sensors and community early-warning networks.
- Restore rivers, wetlands and floodplains and stop uncontrolled encroachment and extraction.
- Establish ecological resilience corridors linking protected areas, forests, wetlands and wildlife habitats.
- Build Community Resilience Teams in every high-risk local government unit, led by women, youth and indigenous communities.
- Create a permanent National Resilience Fund combining domestic resources, climate finance and international support.
