Abstract
Marine algae—popularly recognised as seaweeds—constitute one of the planet’s oldest, most productive, and most climate-resilient biological resources. Sustaining diverse ecological and economic functions, seaweeds contribute significantly to nutrition, blue carbon sequestration, climate mitigation, circular bio economies, and coastal livelihoods. Globally, between 8–10 million women depend directly or indirectly on seaweed-related activities.
This paper presents an integrated global perspective on women’s empowerment within the marine algae sector across India, Brazil, South-East Asia, Latin America, Europe, and Japan. It examines historical evolution, production trends, ecosystem linkages, key species for scalable women-led enterprises, and the complementarities of seaweeds with agriculture, animal husbandry, and fisheries. Special emphasis is placed on technological innovations, disaster risk mitigation, finance and insurance, and international marketing strategies, areas critical to ensuring sustainability and resilience.
A regional SWOT analysis is included, followed by strengthened, action-oriented global policy directives designed for adoption by national governments, UN agencies, and regional blocs. The paper aligns with the SDGs and proposes governance mechanisms, financing structures, and risk-protection systems required for a future-ready seaweed economy.
- Introduction
Marine algae encompass a vast, diverse group of photosynthetic organisms thriving in intertidal, subtidal, and deep-water ecosystems. From ancient civilisations to modern industries, seaweeds have remained an essential natural resource contributing to food systems, medicines, fertilisers, biopolymers, bioplastics, and sustainable aquaculture.
Women historically formed the backbone of seaweed collection, processing, drying, sorting, and value addition. In Asia and parts of Latin America, they have also emerged as leaders of aquaculture systems and coastal micro-enterprises. With low entry barriers, community-centred production processes, modest capital requirements, and high labour intensity, seaweed value chains offer immense opportunities for women’s empowerment, poverty reduction, and sustainable coastal development, contributing to SDGs 1, 2, 3, 5, 8, 12, 13, and 14.
- Global Overview of Marine Algae and Production Trends
Global seaweed production exceeded 36 million tonnes (fresh weight) in 2023, with Asia contributing over 97%, primarily through aquaculture. The following table summarises regional production patterns.

Women’s participation spans harvesting, aquaculture, drying, grading, packaging, marketing, micro-enterprise operations, and quality assurance.
3.1 India
- Over 25,000 women engaged in Gracilaria, Gelidiella, and Kappaphycus value chains.
- SHGs anchor post-harvest operations, community drying yards, and local marketing.
3.2 Brazil
- Women harvest Hypnea and Gracilaria across Bahia, Espírito Santo, and Santa Catarina.
- Seaweed incomes help reduce seasonal migration and strengthen family stability.
3.3 South-East Asia
- Indonesia, Philippines, Malaysia, and Vietnam collectively host over 3 million women engaged in cultivation, drying, sorting, and processing.
3.4 Latin America
- Chile and Peru feature strong cooperatives, particularly in Macrocystis and Gracilaria.
- Mexico’s Yucatán coast is witnessing rapid growth in women-led micro-enterprises.
3.5 Europe
- Increased participation in artisanal harvesting, coastal startups, and biotechnology ventures.
3.6 Japan
- Women traditionally dominate quality control in Nori and Wakame industries and manage family-run aquaculture enterprises.
